Proposed Bylaws No. 6-2026 and 7-2026 – Official Community Plan and Zoning Bylaw Amendments

Under Section 207 of The Planning and Development Act, 2007

Public notice is given that the Council of the Rural Municipality of Prairie Coulee No. 999 intends to adopt two bylaws under The Planning and Development Act, 2007:

• Bylaw No. 6-2026, a bylaw to amend the Official Community Plan; and
• Bylaw No. 7-2026, a bylaw to amend Zoning Bylaw No. 4-2014.

Both bylaws received first reading on August 11, 2026. This notice is posted at the municipal office and on the municipality's website, and is also advertised in the local newspaper for two consecutive weeks.

Intent

Bylaw No. 6-2026 adds a country residential policy area on the north side of the Hamlet of Coulee Flats, and sets policies for lot sizes, road access, water supply and drainage in that area.

Bylaw No. 7-2026 rezones the three parcels listed below from AR – Agricultural Resource District to CR – Country Residential District, so they can be subdivided into acreage sites of 0.8 to 4 hectares.

Reason: the municipality receives regular requests for acreage sites close to Coulee Flats, where the school, the municipal office and a paved road are nearby. The land proposed is of lower agricultural capability, and the owners have asked for the change. Directing acreages to one area limits the scattering of residential sites across farmland and keeps new traffic off gravel roads with heavy farm use.

NE 2-34-5 W3 – about 16 ha, east of Range Road 3052, adjoining the north edge of the Hamlet of Coulee Flats

Public inspection

The proposed bylaws and the map may be inspected at the municipal office, 1 Main Street, Coulee Flats, during office hours: Monday to Friday, 8:30 a.m. to 4:30 p.m. (closed 12:00 noon to 1:00 p.m.), except statutory holidays. Copies are available at no charge.

October 13, 2026 at 10:00 a.m., Council Chambers, Municipal Office, 1 Main Street, Coulee Flats

Submissions

Council will hold a public hearing on the proposed bylaws at the time and place above, to hear any person or group who wants to speak about them.

Written submissions should be delivered to the municipal office or emailed to office@prairiecoulee.example before the deadline below. Written submissions will be read at the hearing and become public.

People who want to speak at the hearing may do so in person. Council may limit the time for each speaker. Council will consider the bylaws for second reading after the hearing.
