Gravel Supply and Haul Tender 2027–2029

Tenders will be received until October 30, 2026 at 2:00 p.m.
The municipality invites tenders to haul and spread gravel on municipal roads for three seasons, 2027 to 2029. Bidders may tender on hauling from the municipal pits, on supplying gravel from their own pit, or both. Prices are per cubic yard, delivered and spread, with a separate price for each year. The estimated quantity is 25,000 to 30,000 cubic yards a year; actual quantities are set each spring by council.

- Three seasons: May 1, 2027 to October 31, 2029. Hauling each year between May 1 and October 31, as scheduled by the foreman.
Terms and conditions
The highest or any tender will not necessarily be accepted.
Council reserves the right to reject any or all tenders, and to accept the tender it considers best for the municipality.
Each tender must include a bid bond or certified cheque for 5% of the tendered amount for 2027. Deposits of unsuccessful bidders will be returned after the contract is signed.
The successful bidder must provide a performance bond of 10% of the 2027 contract amount within 14 days of the award.
The contractor must carry commercial general liability insurance of at least $2,000,000 naming the municipality as an additional insured, and provide a letter of good standing from WCB Saskatchewan.
Gravel must meet the municipality's specification for 3/4 inch road gravel. The municipality may test gravel at any time.
Trucks must be scaled at the municipal scale or at a certified scale, and scale tickets given to the foreman daily. Payment is based on scaled weight converted at 1.4 tonnes per cubic yard.
The contractor must follow any road restriction order in effect, and repair at its own cost any damage caused by its equipment.
The contractor is responsible for traffic control and signage while spreading, following the provincial traffic control manual for work zones.
Payment will be made monthly for gravel delivered in the previous month, less a 10% holdback released 45 days after completion of each season's work.
Prices for 2028 and 2029 may be adjusted by the change in the fuel price index, as set out in the tender form, if the change exceeds 10%.
The municipality may cancel the contract for 2028 or 2029 with notice by March 1 of that year, without penalty.
How to submit
Complete the attached tender form and return it in a sealed envelope marked “Gravel Tender 2027–2029” to the municipal office, Box 999, 1 Main Street, Coulee Flats, Saskatchewan. Emailed or faxed tenders will not be accepted. Tenders will be opened at the regular council meeting on November 10, 2026.
